About South Sudan Community Change Agency
SOSUCCA began as a student movement in 2009, growing into a dynamic Morokodo organization driving community-determined development across Western Equatoria. Executive Director Festo Bali Christopher leads SOSUCCA through a democratic structure with equal gender representation on its Board of Directors.
The organization serves approximately 40,000 Morokodo people whose communities became frontlines during Sudan’s 21-year civil war. The 2013 and 2016 conflicts destroyed schools, health centers, and homes while displacing families. Despite these devastations, SOSUCCA has built programs addressing their most urgent needs.
Their work integrates HIV/AIDS prevention, youth health, civic education, peace-building, water access, and women’s empowerment—preserving Moroko knowledge systems while responding to contemporary challenges. Their oral culture, reflecting high moral standards expressed through songs, dance, and communal gatherings, forms the foundation of their approach to community rebuilding.

Our partnership with SOSUCCA began in 2023 when they identified critical gaps in HIV services in Mundri County. With HIV prevalence at 6.8% and only 18% of those affected receiving treatment, SOSUCCA created a community-centered solution. Our grant supported their establishment of a community testing center, mobile outreach initiatives, and treatment support networks.
In 2024, we extended our support for the Moroko Development Conference that took place in Mundri County. This gathering brought together hundreds of participants—including elders, women’s representatives, youth leaders, and local officials—to address development strategies and strengthen community connections. The conference also served as a platform for HIV testing and awareness, demonstrating SOSUCCA’s integrated approach to health and community building.
When M-Pox threatened the region, we responded to SOSUCCA’s request for emergency assistance, enabling them to develop educational materials for the community. Throughout our relationship, we’ve maintained regular communication while respecting their leadership in determining priorities and approaches for their community.

SOSUCCA’s work creates tangible change in Morokodo communities. The Morokodo Development Conference successfully united participants from across the region to collectively establish development priorities and strengthen networks that had been fragmented by years of conflict.
Their HIV prevention initiatives reach previously neglected populations through culturally appropriate methods. By creating local support structures and implementing tracking systems, they’ve built sustainable approaches to a pressing health challenge while respecting traditional culture.
During public health emergencies, SOSUCCA demonstrates remarkable responsiveness, pivoting quickly to address emerging threats while maintaining their ongoing programs. Their consistent engagement with community members has revitalized civic participation in an area where formal governance structures were severely weakened by conflict.
The organization’s leadership continues to strengthen, with the Executive Director’s recent Social Work degree enhancing their capacity to design effective programs that bridge professional approaches with cultural understanding.
